Description: Last updated: June 12, 2026Update frequency: MonthlyThe Capital Improvements Program (CIP) layer identifies major funding priorities over a five-year fiscal planning cycle. Each summer, the CIP layer is updated to support the upcoming fiscal year budget process. During this annual update, the Engineering GIS Analyst incorporates new projects with a Project Class of Infrastructure, while an IT GIS Analyst incorporates new projects with Project Classes of Parks and Facilities. There are eleven CIP categories grouped under three Project Classes: 1) Infrastructure (Categories: Combined, Drainage, Streets, Traffic, Wastewater, and Water); 2) Facilities (Categories: Airport, Facilities, Fire, Library); and Parks (Category: Parks). Polygon shapes are digitized based on project boundary exhibits, asbuilts, parcel boundaries, and information provided by subject matter experts. The attribute information is compiled from multiple City departments and shared with the GIS Analysts. Non-Engineering projects are updated on a bi-annual basis by an IT GIS Analyst. Engineering Infrastructure projects are updated on a monthly basis by the Engineering GIS Analyst. For Engineering projects, a script is established between ArcGIS Pro and a download of the EngCIP Project Tracking SharePoint spreadsheet that the CIP team edits directly. The Engineering GIS Analyst runs the script (which updates attribute information), adds polygon shapes for any missing projects, and runs the script again to populate any attribute data for the newly added projects.
